Welcome to the Online Grant Writing Tutorial (GWT) for the Community Action for a Renewed Environment (CARE) Program. This tutorial was funded by the U.S. Environmental Protection Agency (EPA) Region 7. EPA Region 7 is pleased to have contracted with Three Star Enterprises, LLC, based in Wasilla, Alaska for the development of this online grant writing tutorial. 

The CARE Program is a competitive grant program that offers communities an innovative way to address the risks from multiple toxic pollutants and environmental concerns with their environment.

Through a CARE Project, the grantee will work with their local community to develop local partnerships. Together the partnerships will identify, rank and prioritize the community's toxic pollutants and environmental concerns.  They will also identify and implement local solutions to reduce the community's exposures to those risks.

EPA, through the CARE Program, will provide access to various resources which include EPA staff, technical experts, voluntary programs, tool and guidance that will address local environmental priorities and improve the environment through local action.

In prior years, as much as three million dollars in funding has been awarded to communities across the country.

Goals of the CARE Program:

  • Reduce exposures to toxic pollutants through collaborative action at the local level

  • Help communities understand all potential sources of exposure to toxic pollutants and environmental concerns

  • Work with communities to set priorities for risk reduction activities

  • Create self-sustaining, community-based partnerships that will continue to improve the local environment

Why a community should consider CARE:Why your community should care

  • If your community wants to reduce levels of toxic pollutants and environmental concerns, the CARE program can help! CARE assists communities by providing information about pollutants and environmental concerns that they face and the funding to help address those risks

  • CARE promotes comprehensive, local, consensus-based solutions that address risk

  • Through CARE, EPA also provides technical assistance and resources, thereby helping communities to identify and access ways to reduce toxic exposures, especially through a broad range of voluntary programs

  • CARE helps grantees and their communities build partnerships and capacity so the community can understand and address toxic pollutants and environmental concerns and successfully reduce their risks long-term
